PENN-PORT PROGRAM
PENN- Postdoctoral Opportunities in Research and Teaching (PENN-PORT) ,is a NIH sponsored, Institutional Research and Academic Career Development Award (IRACDA) postdoctoral fellowship, supported by the NIH division of Minority Opportunities in Research (MORE) at NIGMS awarded August 2007.
The NIH sponsored PENN-PORT program combines a traditional mentored postdoctoral research experience at the University of Pennsylvania with a mentored teaching experience at a partnering institution. The Program is designed to provide an opportunity for postdoctoral appointees to develop their teaching skills. An integral part of the program is formal instruction in pedagogical methods from the Graduate School of Education at the University of Pennsylvania. Postdocs will also be able to take advantage of the many research and career success skills training programs provided by Biomedical Postdoctoral Programs (BPP).
The partnering institutions are Delaware County Community College, Lincoln University and Rutgers University Camden Campus. All institutions are minority serving institutions in the Philadelphia locality. The PENN-PORT program is intended to enhance research-oriented teaching at partner institutions, foster collaboration in research and teaching between the faculty at the University of Pennsylvania and that of partner minority-serving institutions, and encourage undergraduates to enter a career in biomedical research. Since we wish to provide role models for the undergraduates at our partner institutions, candidates from underrepresented groups are encouraged to apply.
Eligible postdocs must provide proof of a doctoral degree and must be U.S. Citizens or Permanent Residents. We provide health benefits , stipend, support for research and teaching supplies, course development, and travel to attend two professional meetings, one being the IRACDA annual conference. The tenure for each fellowship is three years.
PENN-PORT Program Eligibility:
All postdocs must provide proof of a doctoral degree having a qualified Ph.D., M.D. or equivalent, and must be a U.S. Citizen or Permanent Resident. Preference is given to final year Ph.D. candidates and recent Ph.D. graduates with no previous postdoc experience.

Zebrafish Swim into Drug Development
The findings, reported in ACS Chemical Biology, support using zebrafish as a novel platform for drug development.
In 2007, Charles Hong, M.D., Ph.D., and colleagues described using fish embryos to screen for compounds that interfere with signaling pathways involved in early development — pathways known to play roles in a variety of disease processes.
They discovered the compound “dorsomorphin” and demonstrated that it blocked BMP (bone morphogenetic protein) signaling, which has been implicated in anemia, inflammatory responses and bone-related disorders.
But in examining dorsomorphin further, the investigators found that it had other “off-target” effects — it also blocked the VEGF (vascular endothelial growth factor) receptor and disrupted zebrafish blood vessel development, a process called angiogenesis.
“Off-target effects contribute to side effects and limit the therapeutic potential of small molecule signaling inhibitors,” said Hong, assistant professor of Medicine and Pharmacology.
To find compounds that were more selective BMP inhibitors (didn't have the off-target effects), Hong and colleagues opted to use their zebrafish drug discovery screen as a drug development/optimization tool.
Craig Lindsley, Ph.D., director of Medicinal Chemistry for the Vanderbilt Program in Drug Discovery, Corey Hopkins, Ph.D., associate director, and their colleagues used the dorsomorphin “backbone” as a starting point to synthesize many different analogs — subtly different dorsomorphin-like compounds.
Then Hong and his team tested these compounds for their effects on zebrafish embryonic development.
“We quickly discovered that the two effects of dorsomorphin could be separated — some analogs only affected patterning and some only affected angiogenesis,” Hong said. The investigators biochemically characterized compounds of both types and found very selective and potent BMP inhibitors and selective VEGF inhibitors.
The zebrafish embryo, Hong said, is very good at assessing a compound's selectivity for a certain signaling pathway.
Mixed signals from compounds that are not selective (they hit multiple targets) are toxic to the embryo — it “shuts down development.”
The team identified a VEGF inhibitor, for example, that outperformed an existing VEGF inhibitor that was being developed for cancer therapy (blocking angiogenesis cuts off the “supply lines” for a growing tumor) but was pulled from development during a Phase III trial.
“If they (the pharmaceutical company) had tested that compound in zebrafish, they would have quickly learned that it wasn't potent or selective,” Hong said.
“Using zebrafish is a novel way to do a structure-activity relationship study” — a study that examines a series of analog compounds to determine which is the most selective and most potent, he added.
Traditionally, pharmaceutical companies perform these types of studies in vitro, with isolated proteins or cells. But Hong points out that in vitro studies assess only “one dimension” of the biology. Compounds that have great activity in vitro often fail later because they have poor selectivity or because they do not have chemical properties that make them good drugs (they are not “bioavailable”).
“The zebrafish assesses selectivity and bioavailability all at the same time,” Hong says. “What the traditional approach takes months to do, the zebrafish does in a day.”
Because BMP and VEGF inhibitors have therapeutic potential for a variety of diseases, the investigators will begin to test the drug candidates in mouse models.
Hong praised Vanderbilt leaders for putting into place the drug discovery infrastructure that made the work possible.
“Having medicinal chemists and zebrafish biologists together in the same building really fostered our collaboration,” he said. “This kind of collaboration would not be likely at the majority of medical institutions.”
The research was supported by the Veterans Administration, the Center for Research in Fibrodysplasia Ossificans Progressiva and Related Disorders, the National Institutes of Health and the GSK Cardiovascular Research and Education Foundation.

Postdoctoral Positions Available in ELSI Research
This position is available immediately for duration of one year, with a possible additional year pending funding and acceptable progress. Candidates should be recent PhDs with interests in ELSI research, and training in the social sciences, genetics, medicine, nursing, public health, law, humanities or bioethics. Individuals from underrepresented groups are encouraged to apply. Stipends are established at the NIH rate, beginning at $39,009 for a recent PhD. Health benefits are included as well as sick and vacation time.

Fellowship in Global Mental Health Research
The Fogarty International Clinical Research Scholars Support Center at the Vanderbilt University Institute for Global Health (VIGH) is pleased to announce a new one-year clinical research training program for persons in post-residency clinical fellowships, in other health-related post-doctoral programs, and/or within three years of their last major degree training (e.g., registrar, residency, fellowship, doctoral program). Persons in residency programs are also eligible with the permission of their residency director. The program is designed for persons from low, lower middle, and upper middle income countries (as listed by the World Bank at http://go.worldbank.org/K2CKM78CC0) or for citizens or permanent residents of the U.S. This new program is sponsored by the Fogarty International Center (FIC) and several collaborating institutes and centers at the National Institutes of Health (NIH) and managed by VIGH.
The ICRF Program supports one year of mentored clinical research only in a developing country setting. High income nations as per the World Bank list are not eligible as training sites, nor are applicants from those countries, with the exception of the U.S. Applicants for the fellowship must develop a collaborative research proposal with an eligible institution overseas.
Sites were pre-approved as suitable for ICRF in a site competition completed in 2008, and several new sites have been added in 2009. These can be found on at http://www.fogartyscholars.org/fellows/sites. f one of these sites is selected for collaboration, no site component of this application is needed other than a letter of support.
The National Institute of Mental Health partners with the FIC to fund this opportunity through VIGH. Funding is available from VIGH from July 2010 to June 2011 for one year of proposed clinical research overseas related to basic, clinical, and translational research to advance understanding of the diagnosis, causes, treatment, and prevention of mental disorders.

Purpose of the Fellowship

Site Eligibility
* U.S. citizens and permanent residents can propose alternate sites other than approved sites under the specific conditions below. ICRF-eligible sites must be a recipient of U.S. government research or evaluation support and must have a standing Institutional Review Board (IRB) and Federal Wide Assurance (FWA) as documented in good standing as of February 1, 2010 at the Department of Health and Human Services Office for Human Research Protections (OHRP) web site: http://ohrp.cit.nih.gov/search/. There will be no exceptions to these two requirements for site eligibility, i.e., the site is in receipt of U.S. government health-related funding in research or evaluation and the site has an active IRB and FWA. All of the 48 pre-approved ICRF sites are eligible and we encourage prospective applicants to consider them as research venues.
Selection
Applications are received by the Institute for Global Health at Vanderbilt University as described in the SFA section – Submitting an Application. Vanderbilt University conducts a scientific peer review of all proposals and makes awards. The Vanderbilt-organized review considers issues of potential conflicts of interests of reviewers and other key issues following guidelines of the Center for Scientific Review of the NIH. The Principal Investigator at the Support Center at VIGH serves as the administrator for these reviews, but does not vote on any proposal.
Orientation
All fellows will be brought to Bethesda, Maryland for an approximately two-week intensive orientation session on the NIH campus from July 8-20, 2010. Economy-class air travel (or suitable ground transportation for persons near to Washington, D.C.) and lodging will be provided, as well as up to $200 for visa costs and added administrative facilitation for non-U.S. ICRF trainees from overseas.
Stipends
For U.S. Citizens & Permanent Residents – The standard stipend for a U.S. fellow regardless of site is $45,000. U.S. fellows will receive stipend payments directly from VIGH, or via subcontracts with their home U.S. institution.
For Non-U.S. Citizens or Permanent Residents – There is no standard stipend for non-U.S. fellows. Applicants must indicate a stipend level that is fair and equitable with salary ranges at their institution commensurate with the experience and qualifications of the applicant. Applicants will be asked for documentation demonstrating the basis for your proposed stipend. Under no circumstances will this stipend exceed $45,000 per annum (full-time), no matter what the circumstances are at the host institution. Non-U.S. fellows will receive their stipends via subcontract to their host institution.
Health & Evacuation Insurance – Fellows who are not citizens of the country in which they are working will receive health and evacuation insurance. Fellows can choose to retain their current health insurance of the institution where they are residents, clinical fellows or post-doctoral research fellows, and can opt for a reimbursement up to $4,000 for their expenses. Overseas fellows who are doing ICRF in their own nations are expected to have pre-existing health insurance from their home institutions that should be continued unabated through the ICRF year; if this is not feasible, the Support Center at Vanderbilt should be notified at least three months before the commencement of the ICRF so that the NIH can be informed and the ICRF award can be reconsidered. Fellows who are citizens where they will be working and whose institutions provide no health insurance coverage should contact the Support Center at Vanderbilt as soon as they receive their award notice. Fellows should consult with their home and host institutions to determine the best way to obtain the needed health insurance coverage. Non-U.S. fellows will receive health insurance coverage for their two-week stay in Bethesda, Maryland, arranged by the FICRS Support Center.
Pre-Departure Support for U.S. citizens, permanent residents, or international fellows who reside in the U.S.
The ICRF Program’s support to your partnering U.S. institution (if any) is:
* $4,000 administrative support payable to the U.S. institution (this amount is only applicable toward one fellow. If more than one fellow is administered out of the same U.S. institution, the institution will receive an additional $1,500 per fellow).
* Up to $1,200 for suitable travel and pre-travel medical consultation and services (anti-malarial and anti-diarrheal drugs, and indicated vaccinations), upon presentation of receipts as required by the subcontracted institution.
* Up to $300 toward visa and passport fees for each U.S. fellow, upon presentation of receipts as required.
* Up to $5,000 for roundtrip airfare to overseas sites for each U.S. fellow, upon presentation of receipts as required.
* Up to $200 miscellaneous transportation/arrival costs at overseas site such as taxi, upon presentation of receipts as required.
If your partnership is directly with an overseas institution, i.e., there is no U.S. academic partner, the Support Center at Vanderbilt will provide these services directly. Vanderbilt University requires receipts prior to any and all reimbursements.
Research Training Costs for all Fellows
The following financial support will be sent via subcontract to your U.S. institution, which will provide support to your overseas site as applicable. If you do not have a partnering U.S. institution, these amounts will be handled via cost-reimbursement by the Support Center at Vanderbilt or subcontracted directly to your overseas site or partnering US institution.
* $8,000 infrastructure and administrative support for the overseas site.
* Up to $15,000 discretionary and research-project-related funds for scholar-related expenses per fellow, such as support for supplies, analysis, equipment, meetings, supplies, language courses, computer, software, etc. We expect your partner institutions to have most of the necessary equipment and supplies in place for a fellow’s project. These funds are supplementary and must be justified in the application.
Program Timeline
I. February 12, 2010: Applications are due by 3PM Eastern Standard Time.
II. Early March 2010: All finalists will be interviewed by telephone, after which final awardees will be selected by the VIGH-organized selection committee.
III. Late March 2010: Awards will be announced.
IV. July 2010: Fellows will participate in a two-week experience on the NIH campus. All fellows are required to attend and participate fully.
V. On or around August 1, 2010: ICRF awardees will begin their overseas work on-site and will be on-site for at least 10 months.
VI. After completion of the research training year: Selected ICRF fellows will return to Bethesda, MD, to present their findings at a Fogarty Trainee Conference in March 2011, depending upon the availability of funds provided by the Support Center at Vanderbilt. In addition, the completion of a brief questionnaire (anticipated to be approximately four questions) about their current career decisions plus a copy of their current curriculum vitae (including basic contact information, training and research experiences, awards, publications, and employment history) will be required every two years for the next 20 years. This is part of the NIH-mandated long-term career tracking function of the Support Center at Vanderbilt in order to assess the impact of the training.

A total of 48 sites have been competitively selected as pre-approved ICRF Fellowship sites. Information on these sites can be found at http://www.fogartyscholars.org/fellows/sites.
Non-U.S. applicants in particular are required to apply to conduct their research training at one of these sites.
Applicants affiliated with one of these sites are not required to submit a Site Application along with the rest their application; however, US citizen/permanent resident applicants are able to choose sites other than those that have been approved. U.S. applicants not partnering with approved sites must partner with an eligible developing country site willing to host and mentor the candidate during their research. The eligible site must further be willing to select a local national to also become an ICRF for the same year. To be eligible to host a fellow, a site must demonstrate U.S. federal government supported research and/or evaluation (e.g., PEPFAR*) funding, e.g., from the National Institutes of Health, the Centers for Disease Control and Prevention, the National Science Foundation, the Department of Defense, or the United States Agency for International Development. This funding support must be extant during the year that a fellow is on-site (i.e., for the 2009-2010 ICRF, U.S. federal funding must extend through June 2010). IRB and FWA requirements are given earlier in this RFA.

New Therapy Grants Program From The Epilepsy Research Foundation

Job Opening with the U.S. Environmental Protection Agency at RTP
ASG plays a vital role in EPA's work to protect against air pollution effects on public health and the environment by leading the assessments of scientific and technical information about common air pollutants for use in the development and review of the national ambient air quality standards (NAAQS). Major products of this work are the risk/exposure assessment and policy assessment documents that are prepared for the criteria air pollutants (e.g., ozone, particulate matter, nitrogen dioxide, sulfur dioxide, lead, and carbon monoxide). These documents are key components in EPA's review of the NAAQS and undergo extensive review by the Clean Air Scientific Advisory Committee (CASAC). These documents also serve as a resource for other air pollution work in EPA and State and local agencies, as well as international organizations. The NAAQS have exceedingly high impact in protecting public health and the environment, thus, the scientific soundness of the risk/exposure assessment and policy assessment is of crucial importance.
The employee will play a key role in planning and managing population risk/exposure analyses and developing technical documents and policy assessments for the NAAQS reviews. This work will include participating in public meetings of the CASAC in which draft documents are reviewed.

Director, iPS Core Laboratory Facility Duke University School of Medicine
The iPS Core will provide Duke researchers with training and access to cutting edge capabilities to support their own research endeavors, with a focus on the derivation and storage of new iPS cell lines. The Core will serve as a repository for iPS cells produced by Duke investigators and a laboratory for the generation and characterization of new disease-specific lines. The Director will oversee the scientific output of the Core through the day-to-day management of operations, personnel and finances. The Director will ensure that exceptional support is provided to the Duke research community in a timely, economical, and regulatory compliant manner.
In addition, the iPS Core will contribute to the efforts of the broader research community through the large scale production and global distribution of iPS cell lines developed by Duke scientists.
The Director will report to Brigid Hogan, Ph.D., Professor and Chair, Department of Cell Biology. Dr. Hogan will lead a faculty governance board for the Core.
Responsibilities: This role will include the following specific responsibilities:
- Provide scientific and technical expertise necessary to assist researchers in designing the experimental framework for their investigations. Foster a collaborative process for the design of all iPS cell experiments via discussions between senior laboratory staff and the investigators utilizing the Core resources. Ensure that research staff have a clear understanding of the desired metrics of success for each experiment and that scientists are fully informed of laboratory procedures, requirements and costs.
- Oversee laboratory facilities including space, equipment and supplies. Facilitate the selection, procurement, and maintenance of equipment. Ensure adherence to environmental requirements. Develop and implement processes for scheduling and training of new users.
- Oversee laboratory operations including the development and maintenance of standard operating procedures for cell culture and other specialized laboratory techniques as well as quality control and assurance activities. Manage cell culture procedures through established protocols, and design and evaluate protocols for new technical services. Foster effective project and resource management needed for successful operations and service.
- Identify opportunities to leverage information technology to facilitate the efficient operation of the Core and made recommendations regarding the purchase of hardware and software, application development, etc.
- Develop and manage the Core's annual operating budget and cost recovery mechanism to ensure long-term financial sustainability.
- Identify strategies for improving and enhancing the Core?s services to the research community and make recommendations to leadership regarding opportunities to develop and implement new resources and capabilities.
- Maintain a strong awareness of other shared resources at Duke that may be of benefit to investigators involved in iPS cell research and facilitate connections as appropriate.
- Identify and implement opportunities to inform prospective Core users of the capabilities, expertise and services available.
Qualifications:
Candidates must hold a PhD in cell biology, or related field, with a focus on molecular biology or developmental and stem cell biology, as well as a strong record of postdoctoral research accomplishments and publications. The ideal candidate will have experience with ES and iPS cell culture (or alternatively mouse ES cell culture), culture of primary human cells, and the use of lentiviral vectors. At minimum, candidates must have demonstrated experience with mammalian tissue culture technology, cell transfection, and basic molecular biology. Excellent organizational, communication and interpersonal skills are required. Experience working in a collaborative research environment is strongly preferred. A faculty level (non-tenure track) appointment may be considered based on the candidate's credentials.

FDA Commissioner's Fellowship Program
The FDA offers a two-year Fellowship Program, which provides an opportunity for health professionals and scientists to receive training and experience at the FDA. Fellows will train at FDA's new state-of-the-art White Oak campus in Silver Spring, Maryland or at other FDA facilities. Salaries are extremely competitive, and travel funds are available to attend scientific meetings.
Preceptors and Coursework
The Fellowship Program combines rigorous didactic coursework with the development of a regulatory science research project. Under the guidance of an FDA senior scientist Preceptor committed to mentoring, Fellows will explore a specific aspect of FDA regulatory science. This experience can be in a biology, physics or engineering lab, in a clinical review team, in biostatistics, informatics, epidemiology, risk analysis or other aspects of FDA science.

The coursework is designed to provide an in-depth understanding of the science behind regulatory review, encompassing the activities of the FDA across foods, drugs, devices, biologics, and cosmetics. Eligibility Criteria
Applicants must have a Doctoral level degree (M.D., D.O., D.V.M., D.D.S., D.P.M., Pharm.D., or Ph.D.) to be eligible. Applicants with a Bachelor's degree in an engineering discipline will also be considered. Applicants must be U.S. citizens, non-citizen nationals of the U.S., or have been admitted to the U.S. for permanent residence before the program start date. Applicants cannot be current FDA employees or FDA contractors (such as ORISE fellows).
